OOC: So what about Orochimaru's creation of a curse he wasn't a Kage but was able to create his own cursed seal??? What if the person is one of those researching types like Orochi, and came across a way of creating his own cursed seal (Like he creates it but its unstable because he doesn't fully understand its power so it may hurt him when he tries using it). Usually powerful jutsu come at a disadvantage and the same should go for seals not created under specific requirements, you know?

orochi was and is a OtoKage sound village's Kage

this isn't hard to get you either have to be a kage to make one or you get one from a kage
